Tom Bucher

FOUNDER

Tom Bucher is the founder and Chairman of Integrated Systems Solutions. In this capacity, Tom is responsible for the strategic planning of the company, all profit and loss, overseeing the definition of future markets and working with his executive team to ensure the highest levels of client service through delivery and staffing of engagements. He also provides senior level guidance directly to Federal government executives spanning the Department of Defense (DoD), Intelligence and Civil agencies.

With over 33 years of experience, Tom’s expertise spans all aspects of program management, acquisition and strategic planning, and systems engineering for multiple, multi-billion dollar programs for the DoD as well as the Aerospace Industry. His portfolio of Industry experience ranges from Vice-President of a Fortune 500 Company (Ball Aerospace, Defense Sector) and Senior Vice-President and Deputy General Manager of SM&A Corporation. In these positions, he was responsible for the profit and loss of the largest business operating units and restructured operations as needed to improve client focus and product emphasis. Results included doubling the revenue and size of his respective business units. Additionally, as Vice-President for Information Analysis, Inc. and Senior Associate with Dayton Aerospace Associates, Tom developed acquisition strategies and structured new technology programs for large, technically complex, multi-billion dollar satellite and UAV programs for the Advanced Research Projects Agency, USAF and NOAA.

Prior to joining Industry, Tom had a successful career as an officer in the United States Air Force. He retired at the rank of Colonel. For his final active duty assignment, he was the Director of the Acquisition Development Division for the Space Missile Systems Center. As a leader and innovator, Tom restructured every major system program office, developing and implementing a new planning process for all large acquisitions which included Integrated Master Plans and Integrated Master Schedules. Tom, as the Deputy Director for the F-22 System program office, led all day-to-day operations for the largest R&D program in the Air Force, with budgets of $10B for R&D and $90B for the production of this fleet of aircraft. He also formulated and implemented a new organizational construct, integrated product teams, which is still the model today for Air Force offices. In addition, Tom has directed other, multi-million dollar programs such as Combat Talon II and the C-20A.

Tom holds a Master of Science Systems Management from University of Southern California and Bachelor of Science from Mount St. Mary’s, a TS/SCI clearance and has authored numerous papers and a section of the Military Project Management Handbook.
