James Bailey is a seasoned government contracting executive in the federal information technology (IT) and engineering services marketplace. He brings more than 35 years of experience supporting NOAA’s critical missions within every NOAA Line Office. James has held senior program and operational management positions with General Electric, Computer Sciences Corporation, Unisys Corporation, Litton PRC, RS Information Systems, Inc., and senior executive positions with Think Tank, Inc., and CyberData Technologies, and Integrated Systems Solutions. He holds a B.S. Degree in Computer Science from the University of Maryland and a MBA from The Johns Hopkins University.
